Chairman Spangler called the Regular Session, May 14, 2024, meeting to order at 6:32 PM in Courtroom 201 at the Fulton County Courthouse in Lewistown, IL.

Member Thompson moved to approve the minutes from April 9, 2024, with a second from Member Beck. Motion carried by voice vote with all ayes.

Member Murphy moved to table Action item E.a With a second from Member Berry. Motion does not pass with a roll call vote (11,3)
Member Platt moved to approve the agenda with a second from member Thompson. Motion carried by voice vote with all ayes.

Member Thompson moved to approve with a second from Member Murphy. Motion carried by voice vote with all ayes.

Member Thompson moved to approve with a second from Member Beck. Motion carried by voice vote with all ayes.
B. TREASURER’S REPORT
Treasure Mayall reported that property taxes have been mailed out. The first installment is due June 7,2024 and the second due September 6, 2024.
C. COMMUNITY DEVELOPMENT, ZONING
a. Discussion/Action: Bass Subdivision
Member Kessel moved to approve with a second from Member Sloan. Motion carried by voice vote with all ayes.
D. COUNTY HIGHWAY
Member Heller reported that work on County Highway 15 will be starting May 28th. A notice will be published.
E. EXECUTIVE
a. Discussion/Action: Removal of Dunfermline-St.David Water and Sewer Commissioner
Chairman Spangler reported that he is in opinion that the interests of Fulton County, demand the removal of the Commissioner for the following reasons, been advised to complete a audit, it has been more the ten years since one has been preformed, the commission is indebted to the City of Canton, the contract with the City of Canton, has been expired for 10 years and improper supervision of the payments and action taken by the Commission Treasurer.
The Mayor of St Daivd also spoke on the topics presented above. He offered to pay for an audit to be done and it was refused.
Member Kessel moved to approve with a second from Member Thompson. Motion carried by roll call vote(11,3) With nays from, Berry,Murphy and Widger.
